The slides, which are available online, also include historical UFO information and current statements made by prominent former US intelligence officials, including John Ratcliffe, the former director of national intelligence. He outlined an outline of how to investigate a CIA-style UFO:

Develop a methodology to identify common aircraft and other aerial phenomena that are often mistaken for UFOs;

Ramírez made assumptions regarding the current UFO disclosure procedure, and it appears that his views may have been influenced by current or former members of the intelligence community, or perhaps by persons associated with the Department of Defense. During his interview with Project Unity, Ramirez stated that the US government is currently not talking about the occupants of the UFO craft. This is a significant comment from Ramírez, who has affirmed his view that UFOs may represent a non-human form of intelligence.

Ramírez is not the first CIA agent to claim that UFOs could be non-human intelligence. John Brennan, former CIA director, suggested that UFOs could be “a different way of life”. Ramirez noted that CIA historian Gerald Haines wrote about the agency’s study of UFOs from 1947 through the 1990s, for a division initially called the Office of Scientific Intelligence. What was particularly intriguing to Ramirez is that the division had life sciences and medical personnel on staff, indicating a possible interest in alien bodies.

He also described how an Air Force pilot in the plane that flew near Kamchatka to monitor the Russian tests observed a huge “milky white wall” of light flying toward him at 6,200 mph, although the Air Force assumed it was some kind of countermeasure by the Russians. .
